CapWIN - Executive Director Job Announcement

The Center for Advanced Transportation Technology, Department of Civil and Environmental Engineering, is looking to fill the position of Executive Director for CapWIN (the Capital Wireless Information Net). The CapWIN program promotes and enables interoperable data communications, access to operational data, and incident coordination to public safety, transportation, other first responder agencies in the field, across local, state, and federal boundaries, in order to strengthen their collective ability to secure the welfare of the public.

CapWIN is part of the University of Maryland’s Department of Civil and Environmental Engineering’s (CEE) Center for Advanced Transportation Technology (CATT). It operates under the direction of a Board of Directors consisting of representatives from its constituent agencies operating in the District of Columbia, Maryland, and Virginia. Located in Greenbelt, Maryland, the program has a staff of technical and operational personnel. It serves a growing constituency of over 150 agencies. The program is funded through federal grants, agency membership fees, and consulting contracts with operating agencies.

The candidate must have demonstrated entrepreneurial skills, strategic thinking, and leadership of complex programs. Candidates for the position must be familiar with the program and policy implications of interagency/interdisciplinary information sharing issues, especially as they apply to public safety and homeland security. Some understanding of the concerns of the other constituent agency disciplines—transportation, fire/emergency services, and emergency management—are a plus. The candidate must be comfortable working with a Board of Directors made up of volunteers occupying agency leadership positions. The successful candidate will have excellent communication skills, in written and oral form. She/he will have experience developing and managing funding streams from diverse sources. Candidates will have experience communicating with elected and appointed senior policy makers on complex program issues. Candidates must have, at minimum, a Masters degree and ten years of experience with growing leadership and management responsibilities. Experience in a local, state, or federal public safety or homeland security agency is a plus.
